Governance
The governance structure, as outlined below, has been set up to ensure the successful implementation of the programmes.
African Ministerial Council on Science and Technology (AMCOST)
The Ministerial Council consists of all Ministers responsible for Science and Technology in African countries. It is
responsible for the establishment of policies and priorities and for more coherent and coordinated
approaches on strategies for S&T cooperation. The Council is expected to exercise policy oversight in
the implementation of the programmes. African country representation from 2005 - 2007:
Congo Brazzaville
Egypt
Ethiopia
Nigeria
Senegal (Chair)
South Africa (Secretariat host)
Zimbabwe
Steering Committee for Science and Technology
The Steering Committee for Science and Technology was constituted with membership at the level of
Directors-General, Permanent Secretaries or officials of equivalent rank, two representing each of the
five geographic regions of Africa. The Steering Committee oversees the development and
implementation of programme activities, including the formulation of the business plans. It will be
responsible for reviewing the progress of implementation of the 'Consolidated Plan of Action'. African country representation from 2005 - 2007:
Eastern Africa: Madagascar, Rwanda
Central Africa: Congo Brazzaville
Western Africa: Ghana
Northern Africa: Tunisia
Southern Africa: Mozambique, Malawi
Secretariat host: South Africa
African Union (AU) Commission’s Responsibilities
The AU Commission shall be responsible for providing overall political and policy leadership for the
implementation of 'Consolidated Plan of Action'.
NEPAD Office of Science and Technology
NEPAD Office of Science and Technology shall be provide overall technical and intellectual leadership
for the implementation of the 'Consolidated Plan of Action'.
